Event notice, test version

This is a test version, for checking how the help site and dio-admin publish a policy. It is not Ryyyder’s event notice, and no member is asked to accept it.

It takes effect on 1 January 2030, so it never becomes the version in force by accident. To try publishing, publish it in dio-admin’s Policies screen as version test-1, with that effective date and time, then withdraw it before that date.
